Niagara Children’s Centre is recognized throughout the Niagara Region as the provider of rehabilitation and support services to children and youth with physical, developmental and communicative delays and disabilities. Core services include physiotherapy, occupational therapy, speech and language services, augmentative and alternative communication, family services and therapeutic recreation. The Role:

The Human Resources (HR) Director is accountable for ensuring that the Niagara Children’s Centre provides best practice human resource services to all Centre employees, students and volunteers.

The HR Director will lead human resources, labour relations, wellness and engagement programs. This role will also lead the volunteer and student programs of the Centre, utilizing HR best practices with these key program areas of the Centre.

The Director of Human Resources serves as a member of the Centre’s Senior Management Team (SMT).

Specific Responsibilities:

Talent Management
  • Develop, implement and maintain effective recruitment and onboarding strategies for employees and volunteers to support the Centre’s operational requirements;
  • Position the Centre as an Employer of Choice;
  • Work with Management and other stakeholders to ensure adequate staffing, volunteers and students in each program area;
  • Oversee requests for student and fieldwork placements; Ensure that Centre and education institutional policies are in alignment;
  • Lead the recognition program for staff, students and volunteers, and;
  • Learning & Development- Oversee the Centre’s professional development program including orientation, identification and/or development of employee development and training programs.
Employee Relations
  • Ensure best practice human resource and volunteer strategies and services are in place and continually reviewed;
  • Ensure HR policies and practices are compliant with legislation including, but not limited to the Employment Standards Act, AODA, Human Rights legislation, OHSA, etc.
  • Maintain and update the Centre’s human resource policies; communicate changes and provide training as required;
  • Administer employee contracts;
  • Manage, monitor and report on the Centre’s group benefit programs and provide direction for ongoing review;
  • Manage the Centre’s compensation program and lead job evaluation and job description processes;
  • Oversee onboarding and orientation processes and monitor ongoing compliance with Centre requirements;
  • Support the Centre’s DEI and accessibility initiatives
  • Oversee and direct the Centre’s employee performance management processes and systems. Ensure best practices in the design and implementation. Arrange training and coaching for management as required;
  • Provide guidance, direction and coaching to Centre management with respect to employee relations, discipline, counselling and dispute resolution;
  • Provide guidance, direction and support to management, employees, students and volunteers as required;
  • Develop, implement and monitor employee engagement strategies;
  • Engage with legal counsel as required, on employee relations and policy matters; and,
  • Maintain employee records in accordance with legislative and organizational requirements;
Labour Relations
  • Liaise with OPSEU representatives, local union executives, stewards and committee representatives;
  • Support management in the interpretation and consistent application of the Collective Agreement;
  • Participate in the collective bargaining process as a member of management’s bargaining team;
  • Counsel management and participate in grievance meetings;
  • Engage and liaise with legal counsel, as required on labour relations matters, and;
  • Serve as a member on the Employer Employee Relations Committee and provide support as required.
Health & Safety & Wellbeing
  • Lead the Centre’s disability/return to work program;
  • Ensure Centre compliance with all legislation including the OHSA and the WSIB legislation;
  • Manage WSIB processes;
  • Develop and implement strategies to support wellbeing among employees, students and volunteers including the Employee & Family Assistance Program, safety initiatives and other activities;
  • Chair the Workplace Wellbeing Advisory Committee while providing guidance and support in wellbeing initiatives, strategies and goals for the Centre;
  • Serve as a member of the Joint Occupational Health and Safety Committee and provide support as required;
  • Monitor and respond to monthly inspections, report, review and address any health & safety concerns in relation to personnel matters, and;
  • Provide support to the Workplace Violence & Harassment in the Workplace/Sexual Violence & Harassment workplace program. Ensure compliance with legislation; Support training and investigations, as appropriate.
Reporting:
  • For the above-noted areas of responsibility, develop and implement HR metrics to evaluate and monitor key aspects of the HR program;
  • Manage, monitor and evaluate the HRIS system;
  • Prepare reports for the Senior Management Team and Board of Directors, as required.
  • Annually, in collaboration with the Senior Leadership Team, develop an annual Human Resources plan to support the Centre’s strategic and operational priorities, goals and objectives; Monitor and evaluate the success of the plan.
  • Comply with accreditation standards. Demonstrate evidence of HR practices during accreditation surveys.

Health and Safety

The Human Resources Director will comply with the duties assigned to Workers (Section 28 of the OHSA).

Accountability and Freedom to Act

This position has latitude for discretion within practices and procedures covered by functional/professional precedents and policies, within legislative requirements; but also based on accountability and responsibility for the areas mentioned above. This position is also subject to Centre policy and procedure manuals and supervisory review.

Key Relationships

This position reports to the Chief Executive Officer. The Human Resources Director is concerned with the effectiveness of all relationships that affect the Centre. The following are particularly significant to the position:

External
  • Benefit brokers and carriers, and government offices that address human resources programs;
  • OPSEU;
  • HR group of Empowered Kids Ontario;
  • Volunteer Directors Network;
  • Human Resources and Volunteer colleagues at other agencies, and;
  • Contacts at educational institutions.
Internal
  • Senior Leadership;
  • Directors, Managers and staff at all levels;
  • Board of Directors
  • Volunteers, and;
  • Students.

In assessing the performance of an incumbent in this position, the following factors will be utilized as appropriate:

  • Proactive, responsive human resource policies and practices, supportive of the mission, culture and a positive workplace environment;
  • Effective and engaging recruitment strategies that draw prospective employees to apply to the Centre;
  • Number of employees and volunteers successfully recruited and placed in accordance with needs and standards;
  • Consistency, clarity and accuracy of information disseminated;
  • Accuracy and reliability of human resources and volunteer records;
  • Ability to lead HR and volunteer programs in a proactive, efficient and effective manner;
  • Suitability of volunteers matched to the various programs, and;
  • Satisfaction of volunteers with respect to their placements.

Position Specifications:

Education
The minimum requirements for an incumbent will be a college diploma or degree and CHRL designation. A certificate in volunteer management is desirable.
Knowledge/Skills
  • Computer literacy including but not limited to Microsoft Office (Word, Excel, Access, Outlook);
  • Human Resource Information Systems and metrics;
  • Knowledge of MediSolutions and Crystal Reports is an asset;
  • Knowledge of employment and related legislation, provincial and federal;
  • Knowledge of employment practices to support diversity, equity and inclusion.
  • An understanding of volunteerism and the ability to implement practical procedures to ensure retention and provide recognition;
  • Effective communication skills;
  • Effective coaching skills;,
  • Effective conflict management and negotiation skills, and;
  • Presentation skills.
Experience
Significant experience as a human resource leader gained over several years. Experience in a health care environment is an asset. Experience in a not-for-profit and unionized environment is an asset. Experience managing a volunteer program is an asset.

Other
  • Access to a vehicle and possession of a driver’s license valid for the Province of Ontario;
  • A current criminal reference check for the vulnerable sector.
  • Ability to work flexible hours, and
  • Bilingual (French) is an asset.
